Philadelphia Leader Eyes 'Stop and Frisk' Program

Philadelphia's Mayor-elect Michael Nutter wants to employ more aggressive policing with the ability to stop and frisk based on suspicion, not warrants. A recent poll shows that 65 percent of Philadelphians favor the practice.
